Cancillería Costa Rica addresses UN reform and security measures amid rising crime

Costa Rica’s Ministry of Foreign Affairs, Cancillería Costa Rica, addressed the nation’s approach to international and domestic security challenges in a series of posts on February 14, 2026. The tweets highlighted both Costa Rica’s commitment to strengthening the United Nations and its strategies to address rising crime rates at home.

In one post, referencing comments by Dr. Arnoldo André, Minister of Foreign Affairs, the ministry stated: “Fortalecería la legitimidad democrática, la autoridad moral y la eficacia política de la Organización”, destacó André.
Costa Rica reafirma así su compromiso con una ONU más representativa, eficaz y preparada para responder a los desafíos del presente y del futuro.

Addressing domestic issues, Cancillería Costa Rica outlined the government’s multi-pronged response to rising homicide rates over the past decade: “Costa Rica ha respondido con un enfoque integral que combina mayor inversión en seguridad y justicia, prevención, cooperación judicial y fortalecimiento institucional, ante el aumento de la tasa de homicidios en la última década.” (February 14, 2026).

The ministry also reported on Dr. André’s participation at the Munich Security Conference (@MunSecConf), where he called for enhanced regional cooperation against organized crime: “En la @MunSecConf, el canciller Dr. Arnoldo André, reafirmó la urgencia de fortalecer la seguridad, y la cooperación regional frente al avance del crimen organizado en América Latina y el Caribe.” (February 14, 2026).

Over recent years, Costa Rica has faced increasing security challenges due to a surge in organized crime activity throughout Latin America and the Caribbean. In response to these trends and an uptick in violent crime domestically—including homicides—the government has implemented reforms focusing on increased investment in public safety institutions and expanded international collaboration.

Dr. Arnoldo André serves as Costa Rica’s Minister of Foreign Affairs. His participation in international forums such as the Munich Security Conference reflects ongoing diplomatic efforts by Costa Rica to advocate for multilateral solutions to transnational security threats.
