The Costa Rican Ministry of Foreign Affairs, Cancillería Costa Rica, reported on February 13, 2026, that Minister Dr. Arnoldo André held a bilateral meeting with Ukraine’s Minister of Foreign Affairs, Andrii Sybiha. The meeting focused on diplomatic relations and regional cooperation between the two countries.

This post was published on February 13, 2026.

In a subsequent statement on the same date, the ministry reaffirmed its position regarding Ukraine’s territorial issues: “Se reafirmó el apoyo de Costa Rica sobre la soberanía, la independencia y la integridad territorial de Ucrania, así como los esfuerzos en busca de la paz de la región.”

Furthering the discussion of international collaboration, another tweet from Cancillería Costa Rica on February 13 stated: “Ambos ministros acordaron profundizar la cooperación bilateral, el comercio y el diálogo político a todos los niveles. Además del interés en desarrollar vínculos con países de América Latina.”

Costa Rica has maintained a consistent stance in support of Ukraine’s sovereignty and territorial integrity since the onset of conflict in Eastern Europe in 2014. The recent meeting aligns with previous diplomatic engagements aimed at fostering peace and reinforcing international partnerships.
