The Board of Directors of the National Concessions Council (CNC) has approved a private initiative to move forward with the tender process for expanding and improving the Florencio del Castillo highway, which connects San José and Cartago. The project is planned as a concession and is expected to require an initial investment of $614 million.
The proposal includes constructing an underpass between Hacienda Vieja and the Garantías Sociales roundabout. This infrastructure aims to improve mobility and reduce congestion at one of the most critical traffic points on the route between San José and Cartago. The plan also calls for widening the existing stretch of road and making functional improvements at interchanges.
Regarding possible government contributions and toll rates, CNC stated that these details will depend on the financial models submitted by bidders during the tender phase, as well as assessments carried out by ARESEP, Costa Rica’s regulatory authority.
Efraín Zeledón, Minister of Public Works and Transport (MOPT), said: “Public works concessions allow the country to develop long-term road solutions. This project is an example of how, with planning and commitment, we can transform mobility for the benefit of citizens.”
This joint effort between institutions and the private sector marks what officials describe as a decisive step toward a safer, more efficient, and modern road system. CNC emphasized that transparency and efficiency are central principles in its projects.
