Vice President and Minister of Health Mary Munive Angermüller announced on April 16 the launch of the program “Supporting the Digital Transformation of Social Protection Systems Worldwide.” This initiative aims to strengthen Costa Rica’s National Information System and Single Registry of State Beneficiaries (SINIRUBE).
The SINIRUBE platform integrates information about individuals who receive or need state social assistance. Its main goal is to centralize data, improve decision-making, reduce poverty, and prevent duplication in subsidy allocation.
Munive Angermüller said that several limitations affecting SINIRUBE’s operation were previously identified and brought before the Government Council in August 2024. This led to a diagnostic assessment by the Ministry of Science, Innovation, Technology and Telecommunications (MICITT) regarding SINIRUBE’s interoperability conditions.
Based on this analysis, MICITT recommended implementing a Master Plan focused on improving system interoperability through four main areas. To advance these efforts, MICITT secured international cooperation with the International and Ibero-American Foundation for Administration and Public Policies (FIAP), which will act as a strategic partner in closing gaps and facilitating implementation.
Costa Rica is one of 21 countries selected globally for this program. The initiative is part of efforts under the Digital Convergence Initiative (DCI), launched in 2021 to enhance digital transformation and interoperability in global social protection systems. The Master Plan was informed by a measurement conducted in 2022 using an Inter-American Development Bank tool designed to assess social services interoperability.
This work seeks to consolidate an integrated social information system that allows for more efficient state management, better public decisions, and more effective outcomes for citizens.
