Costa Rica’s Ministry of Foreign Affairs shared updates on diplomatic engagements during the X CELAC Summit, highlighting regional cooperation and international leadership discussions.

On March 20, 2026, the ministry posted about collaboration with Colombia at the summit: ” En la X Cumbre #CELAC, Costa Rica y Colombia destacaron avances de la PPT colombiana, el acercamiento con África y el fortalecimiento de la cooperación bilateral. Además, Rebeca Grynspan compartió su visión sobre el futuro de la ONU.”

Later that day, the ministry reported a meeting between Costa Rican Foreign Minister Dr. Arnoldo André and his Uruguayan counterpart: “El canciller Dr. Arnoldo André se reunió con su homólogo @MinLubetkinUy, en el marco de la próxima PPT de Uruguay en la CELAC 2026-2027. Costa Rica reafirmó su apoyo para alcanzar los objetivos de este mecanismo regional y dialogó sobre temas de interés común” (March 20, 2026).

On March 21, 2026, the ministry addressed dialogue with Peru regarding a United Nations leadership candidacy: ” #CELAC Costa Rica y Perú dialogaron sobre la candidatura de Rebeca Grynspan a la SG de la ONU (2027-2031), destacando su liderazgo y compromiso con la equidad y el desarrollo sostenible.”

The X CELAC Summit serves as a forum for Latin American and Caribbean states to coordinate policies and strengthen cooperation. The rotating presidency pro tempore (PPT) is central to CELAC’s agenda-setting process. In this context, Uruguay is set to assume the presidency for the 2026-2027 period.

Rebeca Grynspan is a prominent Costa Rican economist and diplomat who has held various international posts; her candidacy for Secretary-General of the United Nations (SG ONU) for the term 2027-2031 reflects ongoing regional efforts to increase Latin American representation in global institutions.
