Government program brings internet access to over 13,000 low-income student households

The government will provide internet connectivity to 13,772 households with technological devices, directly benefiting 16,221 students living in poverty and extreme poverty. This initiative is the result of cooperation between the Ministry of Public Education (MEP), the Ministry of Science, Innovation, Technology and Telecommunications (MICITT), the Mixed Institute for Social Aid (IMAS), and the Superintendency of Telecommunications (SUTEL) through the National Telecommunications Fund (FONATEL).

A new goal called “Hogares Educativos” was added to the National Telecommunications Development Plan (PNDT) 2022-2027. The objective is to close the educational digital gap by providing a tiered subsidy scheme for home internet connectivity for families in poverty.

According to officials, home connectivity strengthens learning processes, facilitates access to digital educational resources, and promotes greater academic development opportunities. Of the households receiving support, 83.9% are in conditions of extreme poverty.

Most beneficiaries—72.8%—are located in outlying provinces such as Puntarenas, Limón, Guanacaste, and Alajuela. Students from Cartago, Heredia, and San José will also benefit.

The program offers up to three years of connectivity per household. The subsidy applies to entire households rather than just individual students identified by authorities. Organizers say this increases its intergenerational impact and supports overall family well-being.

Officials state that with this measure “the Government reaffirms its commitment to equity, digital inclusion and strengthening the right to education,” aiming for a more equitable and connected national education system.

On February 5, 2026, the Digital Regionalization Module (ReDi) will open for applications for postsecondary scholarships at https://mep.go.cr/becas-postsecundaria starting at 7:00 a.m., with requirements available on the MEP website.

The Ministry of Public Education has also announced a new website for its Documentation and Electronic Information Department at https://ddie.mep.go.cr/.

In addition, MEP invested in 19 educational centers selected together with the Costa Rican Sports Institute as part of preparations for the National Sports Games Limón 2026.

MEP has prepared online materials for final-year primary and secondary students who will take part in February’s extension call for standardized national summative tests.
