Kölbi named top performer in Costa Rica’s fixed internet quality evaluation

Kölbi, the commercial brand of Grupo ICE (Radiográfica Costarricense), has been recognized as the top-performing fixed internet operator in Costa Rica, according to the 2024 Fixed Internet Service Quality Evaluation published by SUTEL. The evaluation found that Kölbi met regulatory thresholds in all provinces and during all evaluated hours.

The study measured the relationship between actual download speeds and contracted speeds over a 24-hour period. Kölbi achieved compliance above the regulatory threshold for 100% of the evaluated hours and maintained performance levels above 93%, even during peak nighttime demand. Other operators showed declines or failed to meet standards during these times.

Kölbi’s consistent performance was especially notable in Alajuela, Puntarenas, and San José provinces, where stability remained high throughout the evaluation period.

“The results ratify the robustness of our fixed network and our ongoing commitment to providing the best connectivity experience in the country. We will continue strengthening our infrastructure and evolving with our customers’ needs, always with quality, reliability, and full regulatory compliance,” said Leda Acevedo, Telecommunications Manager at ICE.

The assessment took place from January to December 2024 using 422 stations installed in panelists’ homes operating around the clock. This approach provided an accurate reflection of fixed network behavior across different operators and serves as a reference for ongoing service quality monitoring and improvement.
