MIDEPLAN Costa Rica, the Ministry of National Planning and Economic Policy, shared a series of updates on its official X account regarding international cooperation and public employment planning between April 14 and 15, 2026.
On April 14, MIDEPLAN announced an invitation from its International Cooperation Area to participate in a discussion titled “#CooperaciónInternacional | Mideplan, desde su Área de Cooperación Internacional, le invita al conversatorio: ‘Desafíos de la cooperación triangular y sur-sur’ en el marco de ADELANTE 2 (UE-CR-ALC). El objetivo de este espacio es analizar los retos actuales y las oportunidades.” The event is framed within the ADELANTE 2 program, which focuses on strengthening cooperation between the European Union (EU), Costa Rica (CR), and Latin America and the Caribbean (ALC).
Later that day, the ministry reported on activities related to public sector planning. According to their post dated April 14, “#EmpleoPúblico | El ministro Marlon Navarro participó en una reunión de coordinación con el director de la Dirección General de Servicio Civil, Carlos Calvo, y personal de la institución, como parte del proceso de construcción de su planificación estratégica.”
On April 15, MIDEPLAN continued its focus on international collaboration by inviting stakeholders to another session. The tweet reads: “#CooperaciónInternacional | El Área de Cooperación Internacional de Mideplan le invita a la charla de apertura: ‘La cooperación triangular: desafíos temáticos, operativos y de escalamiento en los tiempos actuales para América Latina y el Caribe y su relación con Europa’.”
Triangular and South-South cooperation initiatives such as those referenced by MIDEPLAN are mechanisms for development where two or more developing countries collaborate with support from a third party—often an organization or developed country. These forms of cooperation aim to share knowledge and resources among countries in similar stages of development. Strategic planning within public institutions like those mentioned in the posts is part of ongoing efforts in Costa Rica to enhance government effectiveness through coordination among ministries.
