Later, on February 19, 2026, the ministry published another message inviting participation with a direct instruction: “Para participar ingrese en el siguiente enlace:

That same day, at 13:00 UTC, the ministry encouraged users to access a document by stating: “Para conocer el documento ingrese en el siguiente enlace:
