The Ministry of Health announced on April 27 the main results from its Annual Monitoring Report for 2025, which evaluates progress toward the targets set in the 2024-2028 Action Plan under the National Health Policy for 2023-2033.
The report reviewed a total of 122 programmed goals for the year, aiming to measure advances made by health sector institutions, identify achievements, and highlight areas needing further improvement.
According to the Ministry of Health, “81.97% of targets reached a high level of achievement,” representing an important improvement compared to what was recorded in 2024. The ministry said this progress reflects stronger planning, monitoring, and cooperation among institutions working to improve healthcare and public health actions in the country.
The analysis showed that some strategic areas saw significant progress. Additionally, “25 goals exceeded their programmed targets by reaching fulfillment levels above 125%,” which demonstrates institutional capacity to advance beyond expectations in priority areas. Institutions such as INCIENSA, COSEVI, and ICODER achieved full compliance with all their assigned goals. Meanwhile, both the Ministry of Health and Caja Costarricense de Seguro Social (CCSS) executed most goals with over an 80% success rate.
Officials said these results indicate strengthened collaboration between agencies—a key factor in implementing national health policy effectively. The findings will be used as a basis for decision-making processes intended to strengthen public health management and guide future actions across Costa Rica’s health sector.
