Arvin Reyes De León, the new ambassador of the Republic of the Philippines, has presented copies of his credentials to Arnoldo André Tinoco, Minister of Foreign Affairs and Worship. The ceremony took place in San José on January 22, 2026.
Ambassador De León holds a master’s degree in Development Management from the Asian Institute of Management (2007) and a bachelor’s degree in Economics from Ateneo de Manila University (1992). He began his diplomatic career in 1993 and currently holds the highest rank as Chief of Mission, Class 1.
Over more than three decades in foreign service, De León has held senior positions within the Department of Foreign Affairs. These include Undersecretary for Public Diplomacy and Undersecretary for Public and Cultural Diplomacy. His overseas assignments have included postings in Turkey, India, Argentina, and Sweden. In these countries he served as Consul General, Deputy Chief of Mission, Minister, Consul General again, as well as First and Second Secretary.
Throughout his career he has led strategic projects such as the Familiarization Tour Program, the Philippine Soft Power Roadmap, and the Public Diplomacy Caravan. These initiatives aim to strengthen the international image of the Philippines and promote public diplomacy.
